A scrolling text board is usually sold on its specification. Only the third option, putting the display on the building network, needs an IT conversation, and for most buyers in this town it is unnecessary. Choosing the simplest of the three at purchase avoids a dependency you cannot maintain.

The commonest failure we see in small organisations is not a broken module; it is a display showing last season opening hours because the only person who could change it has left. At handover we create two sets of access, write the credentials and the update procedure on a single sheet, and leave that sheet physically with the equipment. It is a low technology answer to a real problem. We also show both people the whole process once, on the actual board, rather than sending a manual afterwards.
Where does a text display go when the frontage is off limits?
Inside the glass, and the reflection problem that comes with it
In the protected streets the practical position is inside the window, facing out. That solves weather, vandalism and the question of attaching anything to the wall in a single move, but it introduces reflection: the glass will mirror the street lamps and the building opposite. The answer is angle and height, established on the survey by standing where the customer stands after dark. A display tilted five to ten degrees downward and set slightly back from the glass usually clears the worst of it. Outside the core, an external unit built to IP65 with a properly sealed cable entry is the simpler option.

Condensation, damp and a cable gland that was never checked
